About Paul Coleman


Based in the Turks and Caicos Islands, Paul Coleman is the director and owner of Coleman on Compliance Ltd. providing consulting services to local and international clients in AML/CFT and related matters.


Until his retirement in July 2019, Paul was the Director, Anti-Money Laundering Supervision Department of the Turks and Caicos Islands Financial Services Commission. (TCIFSC). His responsibilities entailed leading a team of analysts supervising the broad group of all bank and non-bank financial businesses, and non-profit organisations.


Paul has a distinctive professional background in anti-money laundering internationally. He has almost 20 years private sector experience operating throughout the Caribbean holding senior positions in retail and international banking, internal audit, business development, and as a money laundering reporting officer.


Paul joined the TCIFSC in 2012 initially to develop a bespoke Designated Non-Financial Businesses and Professions Department. In 2014 his responsibilities were extended to become director of the newly formed AML Supervision Department.


Paul has acted as an expert witness for several anti-money laundering legal cases, has written published articles on AML supervision of financial businesses and is a conference speaker on AML/CFT. He is a qualified banker, internal auditor, and is a holder of the Certified Advanced AML Audit Specialist (CAMS-Audit) qualification. Paul is a trained assessor for the Caribbean Financial Action Task Force 4th Round Mutual Evaluation Programme and was an active representative on the Turks and Caicos Islands Anti Money Laundering Committee.
